The problem
Compliance shouldn't feel like another full-time job.
New owner-operators can receive a pile of requirements without a clear roadmap.
It can be hard to tell whether your current setup actually covers the pieces that apply to your operation.
Testing, random pools, Clearinghouse responsibilities, certificates and records can feel fragmented across different systems.
Drivers often end up bouncing between websites, providers and agencies trying to figure out the next correct step.
KeepCDL is being built to turn the maze into a clearer next step.

How it works
One truck? New authority? Already operating? Start with your situation.
KeepCDL is being built to show each item as Required, Complete, Does Not Apply, Pending or Needs Attention.
As KeepCDL launches, regulated C/TPA, testing, lab and related functions will be handled through appropriate qualified backend providers.
The goal is a clearer place to understand status, next steps and when something needs your attention.
These services are being finalized and are not yet open for enrollment.
Owner-operator? Start here.
Your exact responsibilities depend on your operation, but these are the pieces that commonly matter for an independent one-driver motor carrier.
Start with your actual setup: your authority, your driver status and whether you operate independently or under another motor carrier.
Owner-operators operating under their own authority have specific Clearinghouse responsibilities, including designating a C/TPA. That designation is separate from enrollment in a random consortium.
If your company has only one CDL driver and that driver is not leased to another motor carrier, FMCSA says the driver must be placed in a consortium for random testing.
KeepCDL is being built to help turn those separate requirements into one clearer view of what appears done, missing and next.
Random consortium enrollment and Clearinghouse C/TPA designation are separate requirements. KeepCDL is being built to help you understand what applies and see each item as Required, Complete, Does Not Apply, Pending or Needs Attention—without pretending to replace the qualified regulated providers behind the process.

Who it's for
If you're running your own authority and wondering what you're supposed to do about DOT drug & alcohol compliance, KeepCDL is being built to help you understand the path before you get bounced from provider to provider.
A clearer next step
We're learning what independent owner-operators need most so KeepCDL can launch around the real questions drivers are already trying to answer.
Our approach
Plain-English guidance instead of a wall of jargon.
Know what appears required, what is done, what is missing and what comes next.
A simpler front door to the appropriate qualified regulated providers behind the service.
When something is confusing or unusual, drivers should have a clear place to ask what to do next.
Founding partner network

Questions, answered plainly
We're transparent about what KeepCDL is today, what we plan to handle and what belongs with qualified regulated providers.
KeepCDL is currently in prelaunch while we finalize our regulated testing and compliance infrastructure.
Primarily independent owner-operators, particularly one-driver companies and new authorities.
KeepCDL is not a drug-testing laboratory. We are building a simpler owner-operator compliance experience that will connect with appropriate regulated testing and compliance infrastructure.
A consortium/third-party administrator helps employers manage parts of a DOT drug and alcohol testing program. Depending on the services offered, that can include coordinating testing, managing a random testing pool, and helping organize required records.
An owner-operator who operates under their own authority and is subject to DOT testing rules may need to participate in a compliant random testing pool. The exact obligations depend on the operation. Review official DOT and FMCSA guidance or speak with a qualified compliance professional for advice about your situation.
